Company exceeding indigenous recruitment target doesn't need exemption

A tribunal has rebuffed Downer EDI Mining's bid for a six-year exemption from anti-discrimination laws to allow it to give preference to indigenous employees, ruling it unnecessary because the company is already meeting its internal targets.
